mx_zacatecas_mazapil_campesions120Since the adoption in the late-eighties of an economic development model based on free markets, regulatory change has been a constant factor of Mexican life. This change was initiated in mining by the implementing Regulations of 1990 (now replaced by more recent ones), which laid the groundwork for the full reform of a mining system which at that time was burdened by i) a taxation system which rewarded idle land and penalized production, ii) more than half of the surface covered by mining lots awarded to many inefficient and in some cases corrupt State owned companies, iii) a complex law ablaze with red tape requirements, iv) an inefficient, unmotivated, understaffed mining bureaucracy, and v) restrictions on foreign investment, and culminated in 1992 with the enactment of the current Mining Law.
